Sounds like you have a leak somewhere. Either a brake line or wheel cylinder. Are the inside of any of your wheels wet with brake fluid? The e brake shouldn't have anything to do with the brakes working properly. Oh, and you probably need to purchase a new e brake cable. It is also a good idea to have the brake fluid flushed about every 5 years or so. In my opinion brakes are VERY, VERY, important.

Even if the master cylinder was removed, the pedal should still swing back up. There is a spring up under the dash that ensures of it.
Most likely you are dealing with a bad vacume booster and need a new one. The Parking brake is unrelated. |

Does the booster sound like it is groaning or making any kind of noise when you step on the brake pedal. Mine was in my 96 Z71, when the booster was going bad. I have towed too many trailers without electric trailer brake controller, that's why mine went out.

Bad return spring? check for leaks , look at fluid level in master cylinder first. If low, check the system for leaks .Check the vaccuum line going to your brake booster.

The pedal return spring is up under the dash in the pedal support bracket. Here is a pic without anything in the way since the bracket is out of the truck.
