Voltage question

1972 chev swb w/ rebuilt 350. My old alternator wasnt putting out 12 volts when I turned on light and fan.I replaced it and it was better but still not putting out enough when fan and lights were on. I brought it back to rebuilder and he changed it to a high amp version. I also replaced the voltage regulator. Now when the rpms get high voltmeter climbs past 16 and still rising. Bad alternator?, bad voltage regulator? something else? I checked and voltage reg appears grounded ok,

Sounds like your voltage regulator isn't kicking in as the engine speed goes up. Did you do an external to internal regulator conversion when you replaced alternators? Maybe a bad voltage regulator or poor/damaged connections to regulator. Voltage shouldn't go past about 14.5 to 15 volts.
