cigarette lighter

the previous owner of my 69 unhooked the cigarrette lighter and im trying to figure out how to hook it back up. if i look up a see a green and black wire that is cut off, is this the wire that goes to the lighter?

most cig lighters i've seen in these trucks have one 12ga red wire that goes directle from the fuse box to the lighter

On mine there's a red about 12AWG wire running from the fusebox 'cig' connection to the lighter.
