small rust spot over wiring harness under hood?

hey all,
it's been a while since i've been on this site but i fially got my 69gmc driveable so i'm now looking at the few rust issues it has.

i have a spot of rust about 1.5 inches across about 6 inches above the wiring harness. it appeers this is actully comming from the inside of the cowl and working it's way out. my question is what causes this and is it a simple fix?

sorry i don't have a photo as this was a last miniute idea to ask.

Hi Ondrew,

I would say this area would be at the top of the fresh air intake boxes which are on each side of the cowl. These areas fill up with leaves and debris and can rust pretty bad. If you take the fenders off you would probably find rust holes on the sides of the cowl also. There are a couple of ways you can check this out. One is to remove the fresh air vent doors in the interior kick panels and use a flashlight to see if they are full of junk and the other is to remove the cowl vent panel and check on each side. A vacuum and air compressor works pretty good to clean these areas out.
