Flexplate Bolts

I am installing a flexplate on new engine using ARP bolts. I notice there is a slight amount of clearance between the holes and bolts and you can rotate the flex plate a fraction of an inch back and forth with the bolts only finger tight. Is this clearance normal?

yes, this is normal as the holes in the flexplate are slightly larger than the bolts
