Anyone know how to remove rusted bolts from auxillary tanks?

Guys,
I bought a set of used dealer option auxiliary gas tanks. The bolt heads had to be ground off to remove the tanks from the bed. Now the questions is how do I remove the bolts from the tanks? I am sure I am not the first to encounter this problem. I am not sure how they come out and any help would be appreciated. Thanks in advance.

not sure of location or type of bolts involved maybe pictures and or better explain of the bolts involved
