"Stealth" license plate cover anyone?

I saw this and thought it was cool, but "practical"? (not to mention "legal"?)

i had something like that on my dakota when i lived in canada still. when a bright flash went off (like photo radar) the plate cover would go opaque so they couldn't see the plate. that was the first thing i had to take off when i moved here!
