Speed is controlled by load
The more of a load, as in more bulbs to be controlled by the flasher, will make a standard-duty flasher work harder. Like your heart, the more of a load it has, as in more weight on your body, the harder it has to work. A heavy electrical load causes the bi-metallic strip to heat more quickly and the flasher operates faster, which you see in short bursts of light. To help fix/prevent problems, you should buy a brush made specifically to clean your bulb sockets (make sure you turn all lights off, first). Then, you should consider going to (1) a heavy-duty flasher or (2) an electronic flasher. Electronic flashers are NOT dependant on load to control the rate of flash.
I know this is a lot of info, but maybe it will help you understand.

I was having this problem with just the driver side going real fast - got a new flasher and it solved my problem. Now you can actually see the driver's side flash!
