rusty cowl

My new project truck has some rust starting in the cowl area with the wiper linkages. What is the best way to treat this? I'm planing on taking out the seam sealer then sandblasting the area. Hopefully it won't be rusted thru no where. What is the best product to put over the affected area? thanks

after sandblasting? Id ask the paint/body guys but I think you put epoxy primer down? I hope for your sake its not rusted thru either..be sure to put new seam sealer down!
