The reason they say that is because you most likely have a np203 transfer case, which is full-time 4wd unit. That means you get power to the front axle all the time. Because the front axle receives power always lock outs would not help anything since they only disconnect the wheels from the axle shafts.
The np203 transfer case has an internal differential, much like the ones found on your front and rear ends. It allows uneven transfer of power to front and back to eliminate binding when turning. You can convert the np203 to a part-time unit with a kit that eliminates the differential and converts the unit to have a 2wd mode too. MileMarker makes one, part number 501 includes the parts to the transfer case, 502 includes premium front manual hubs too. http://milemarker.com/4-x-2-conversion.html Also, ColoradoK5.com has a great article on the subject, they used the parts from MileMarker and took pictures of the install aswell. http://www.coloradok5.com/milemarkerpt.shtml hope this helps!

Also, you can get a shaft replacement kit from MileMarker, which does the same thing as kit 501 but instead of locking the differential solid it does away with it completely, which is a better alternative to me. It's all explained in the CK5 article.
