How To Install Gas Tank Cover

Probably a dumb question, but exactly how does the new fiber board gas tank cover attach to the tank? It looks like the three tabs across the top might insert behind the tank flange, then folds under tank bottom. Does the tank have to be loosened or removed? I see where the fuel line from the floor inserts through the cover, so I am keying off of that.

Any help, (especially photos) would be greatly appreciated.

Pop, I have a nice riven gun and some rivets at home we might be able to use? Then just paint the heads flat black.
