installing inner fenders

So on my 68 I thought two years ago When i took apart my truck a big shim came out between the cab and the inner fender on the passenger side it was help in place by the bolt with the large washer on it. Does that sound right ?

sounds right. if I recall, there is only 1 bolt on the inner fender that is a different size, which is the one that bolts to the firewall brace. its been a while though, so I could be wrong..lol
