They look like a form of shannon cone hub caps. Looks like they're called ripple caps as well.

Well the only "hub caps" I see are black in color and the manufacturing company tag appears to say "Brooke". If you guys see any other "hub caps' in the pic, you are looking in the wrong area!!!!
