New whell fitment issue. Help Please!

Picked up a new set of Unique Ralley 173 wheels.

Problem 1: Inside wheel weights on last wheel are rubbing the front caliper at the 11 oclock position. Can I just remove these weights and move them more toward the outside of the edge where my finger is located in the picture?

Problem 2: Center caps do not fit on the front due to the hub (bearing housing). I am thinking about removing that dust cover on the end of the hub and denting it in somewhat. Thoughts? Other ideas? Wheel spacers that would move the wheel out slightly? What are my options here?
Unfortunately I have put a small outward indentation in the center cap from tapping it on not knowing of the hub issue.
Thanks in advance!

Here is the offending dust cover.

I'd like to actually have it off the truck while denting the top down instead of on the truck. So that leads me to ask how does it come off?

The dust cover should just pry off. It is just pressed into the hub until the flange seats against the outside edge. That's probably as clear as mud, but look around the perimeter if the outside edge of the cap, and you'll see a seam where the flat flange on the cap meets the hub.
