PCV Rattle?

What would cause the PVC to rattle (sound) when engine is idling? The truck needs wires, and is running like a bag of crap. It sputters if you give it too much gas like 67CST describe.
Also. I replace the external fuel filter with a clear one to see the gas. What I'm noticing is the filter is not filling up with gas.
Could that a fuel pump problem?

Every time your engine misses vac drops causing your pcv valve to open and close. Fuel pump ok as filter will not stay full.
