65 frame cut?

When I bought my truck, 65 step, I noticed the Frame had been cut three times by the steering box and then folded over. The pic shows the frame after I bent the two "tabs" back up close to normal. Why would someone have cut the frame like that? I am going to attempt to weld it back as close as I can to how it's supposed to be. It also cracked when I bent them back up.

Maybe someone tried to fit a larger radiator?
