FWIW I think that is a choke cable with a throttle placard. Does the knob thread on?

It is a choke cable. The manual throttle has a threaded end that you can crank how much or how little throttle you need. My picture is not a good example of what I'm talking about but you can see a difference between the two. The circular doohickey is bigger on a manual throttle and smaller on a manual choke...FWIW
