Turbo 350c lock up converter

The torque converter in my 85 C10 is malfunctioning . At about 40mph it feels like it's wanting to lock up, but doesn't. So, I unplugged the vac switch on the firewall and the shuttering stopped and trans shifts like it should . Do I replace the converter or could it be the vac switch or something else? Thanks for any and all suggestions.
