Interesting problem with gas gauge

My gas gauge worked good on my 68 C 10 I took the tank off to clean and hooked it all up shortly.my gas gauge quit working Here's what's interesting I have low voltage at the tank as long as the wire is off when I hook it to the tank no voltage ANYBODY KNOW WHAT MIGHT BE WRONG.

This will also bring it To the top so maybe someone has had that issue.
