What is this wire?

Can someone identify this wire coming off of the Speedo adaptor on my new to me ‘85 K10? I’ve had several squares and never seen this before. The truck was originally purchased by the county and was supposedly towed behind a motor grader and used for a fuel tender. Could this be something that kept the Speedo cable from turning and racking up miles as it was towed? Any other ideas?
