I think the canister is the oil filter,like the oil filter relocation kits for sale.

That looks like an old oil filter conversion. You put a roll of toilet paper in there.
Best oil filter ever made. The red thing under the longhorn badge looks like a camper hold down maybe. (tie down) |

That's what I figured at first too, but it would be up-side-down and get oil all over the inner fender when you changed the filter
