dual tank question

Looking at the tank selector question about hoses.

Two to each tank two to the carb. Then there is one small diameter hose that looks cut and goes no where?

Thanks for any thoughts.

Thats a drain, my truck has the same thing. My best guess is that it keeps the fuel from ever reaching the electric part of the solenoid and catching fire.
