stripping aluminum valve covers?

I got a set of MT valve covers with pealing paint.I wanted to strip them and repaint them the body color.Should I use a steel brush orstrip them with paint stripper. The paint looks pretty hard and thick, almost like rock guard texture.Would paint stripper do anything to the aluminum? Can I use regular base coat clear coat? Thanks in advance!!!
