Rocker Panel Help

I bought a 1967 small back glass cab someone had cut out the inner and outer rocke and reinstalled the iners. I held the out up and put them were I think they should line up and their is a 1/2"-7/8 gap between rocker and the floor pan Should that be there and if so should I feel the gap wth anything?
