Tilt steering column rubber seal removal

Whats the easiest way to replace the seals on factory tilt columns?
Would this be easier as shown on the 1st pic, removing the front shaft?
Dont wanna have to take the column apart up front just to replace those seals. Theres gotta be a easier to remove them (maybe). Thanks

The shaft will not come out unless you disassemble the column. I go through the trouble of taking the column apart to replace the rubber parts but I understand that the lower shift lever can be bent enough to replace them. Of course the lever has to be restraightened after replacement.
