Brakes messing-up!

My '96 Tahoe's brakes feel weird. The pedal is going "down" quite a ways before the brakes engage. I bled the system, thinking there might be some air in the lines, but no help. So, I started checking around and found a significant vacuum leak around the shaft boot (by the brake pedal). So, it looks like the booster might be the problem. I have never had a booster fail before. Is the leaking vacuum around the boot a common symptom of a failed booster? Or, could it be something else?
