Question Starving for fuel

How do I check to see if the fuel pump is performing as it should? My truck keeps trying to stall and I noticed while under the hood that my inline filter is not full of gas like it used to be... only about 1/4 to 1/2 full. I'm thinking it's either the fuel pump or rust in the tank clogging up the fuel line.
