Are you looking for a full size or small tank? Depending on your state you can sometimes only own small tanks, and must lease the full size tanks. For me a Full size 200 cu/ft tank lease is $50/year per tank plus like $100 deposit, refils are only about $30. I can only own tanks I think up to 80 cu/ft which cost about $130 to buy a tank (full) then refils are maybe $20-$25 bucks.
But tanks come in many more sizes down to little 10 cu/ft tanks which may be like $40 to buy and $10 to refill. How often you need refils will determine wether leasing is worth it, as the bigger tanks are more economical to refil but it cost $50/yr wether you use it or not. I recently turned in all my lease tanks and purchased smaller tanks because my lease was costing more than the gas.

A good size for a hobbyiest is a 40 cu/ft.
Around here, you buy them outright and they cost right at 100 bucks for one, and it comes full. A refill (you actually just exchange it for another bottle) is 15 bucks or so. Each time you take it in, they just give you a different bottle that's full and take your old one in trade, but you technically own the bottle that you have at any time.
