wiper/washer bracket ?

I need to install a bracket and was curious if the 3 mounting holes in the fender are threaded ? If so, what size bolts/screws are needed ? If not threaded, what hardware is needed ?

The holes are not threaded. The brackets are mounted with short sheet metal screws which had a 3/8" hex head with the washer formed into it.
