No it isn't worn. I know that tow hook! I'd be willing to bet it was on a white 3/4 ton 4x4 truck on HWY 30. It is that way because some PO didn't like that fact that both tow hooks curved the same way. They heated it up in one small spot and turned the hook the other direction. I bet I still have pictures of the rest of that truck.
