Question Surely, someone can answer this????

I assume all short fleet steel floor beds have eight bolts that attach the bed to the frame. If so, the question is; why don't the second pair of bolts from the cab end of the bed line up with the frame? Am I missing brackets that are offset or is there something else afoul
