Cable clamp, it mounts on the oil pan bolts but I believe its intended purpose is for either the tranny cooler lines or a battery cable going to the starter.

It's a plug wire loom.
The picture is driver's side. The starter and trans cooler lines run down the other side of the engine.

The clamp on mine is a bit bigger then that but it is in the same spot.
