Angry Holley Red

Tried to give my truck some TLC last night. Installed a nice cannister style fuel filter a holley red fuel pump and a holley non-return fuel pressure regulator. Wanted to upgrade from the marine-grade carter electric fuel pump I had.
Installed the filter and pump outboard on the left frame rail ahead of the rear cab mount. That's right at a foot away from the saddle tank. Got everything buttoned up, started up the truck.... It died with no fuel pressure.
First thought was: Must need to be primed.
Second thought was: Damn, that's gonna suck when I run outta gas.
So, I loosened the battery cable(so I could turn off the pump quick when it did get fuel), took of the fuel line from the carb (1406), hit the key... STILL no fuel!
Ok, thought maybe I'm having a stupid attack and hooked up one of the components backwards. Of course the in/out marks are on top of the pump/filter bodies!! Had no mirror, had to remove em to check . Everything was installed properly.
Removed a fuel line from the pump outlet and a little bit of fuel exited the line/pump. Well maybe it's started working! Put it back on. Nope. Said screw it, it's gettin late and I gotta be at work at 05:00. Put the old pump back on in the same location I had the holley. It pressurized immediately. Since I installed a regulator it only came up to 3 psi. Drove her real gently to work this morning.
Any thoughts on what to do to make this thing work? All help appreciated.

Is the pump making any noise? Holley pumps are fairly loud.

Yes it is. Think it might just need to be burped... Will try pumping it right into a gas can on the floor. Darn thing should at least gravity feed, right?

More questions

The pump is below the tank right? It needs to be if not.

Is the filter before or after the pump? It should be before the pump. Also is the filter directional like the pump. Some are and that could be a problem.

Is there a full 12 volts. Are you running a relay? The relay may not be hooked up right or is bad.

Pump is mounted on the frame rail. Is not below the saddle tank it is an 1" or so below the saddle tank center line.

Filter before the pump. Is directional. Is properly installed.

12v present.

Old pump works fine in the same location as the new one.

Ok

Before taking the old pump off again, try hooking it up to a battery and put some fuel into a can and try pumping it in to another can. It defenitely should work.
As a last alternative, take the pump apart and see if there is any shavings in the gearator assembly. Ya never know.

BTW, Ive had so many problems with Holley pumps that I personally never run them anymore. I run Mallory, they are so quiet and reliable. Just my 2 cents.
