I always use (excuse the spelling) floresent paint and use a soft match stick to apply it to the needles. I put paper with a slit to slid under the needle so no paint gets on the background. I use a rattle can and spray into the lid to get the paint I need.

Read that oil based paints can be thick enough to cause the needle to read incorrectly. Article recommended a water base paint from a hobby store. Two 57 dashes came out very nice. Thin coat.
