Is this a truck cruise control?

Not absolutley sure if this is for our years of trucks and its not mine but I thought somebody on here might be interested. Its item #4584391803

I had no idea they would be worth that much. A lot of it is probably the NOS aspect.
Are these cruise controls more or less a throttle control. What I mean is when you go uphill do you slow down, and speed up when going downhill. I've got a non-functioning one on my truck. The PO didn't think it was original, and that all it did was hold the throttle were you set it. But the PO has proven himself ignorant on some other stuff relating to my truck. Sorry for the hi-jack

These cruise controls actively adjust your throttle position to maintain a constant speed just like cruise control in a modern car.
