New radiator with straps?

I received a new radiator today from Transpro and it has two metal bands around the main body (top to bottom). Bands like pallet straps with crimped clamps. Very, very tight.

I have never seen this, should I cut them off?

Mine was the same. I left mine on. Been there now for two years with no ill affects. I never really thought about it. Anybody else?

Maybe they are just protecting their questionable solder job.

I bought from Autozone.com, I did some research and found Transpro bought out Modine's radiator department. I am not overly impressed with the finish quality. I figure Modine is the same now.
