Brake problems

All of the sudden the brake pedal is sticking on my 78 Blazer.. It is not coming all the way back up unless you stick your foot under it and pull it up. Does this sound like the master cylinder is going bad.

i had a torino (ford) once that did something like that except the pedal would sink to the floor by itself when the motor ran, and it was the power booster..being your pedal sinks only part way im wondering if it could be in the vacuum to the brakes
