Is there a gasket to go between fenders and bed on a stepside?
I just pulled some toolboxes off of it and looks like remains of a gasket.

If there is, where can I get a pair?

There is "gasketing", and its called fender welting. It works well. Try the vendors on the board, they should be able to get a pair for you if you want them. Fender welting is not expensive, less than $15/pr.

In the interests of time can I skip it for now and use it later (after paint job)?

I painted mine first, glued the welts in place using 3M adhesive, burned the holes out with a soldering iron, and applied sealant to the welting before bolting the fender up. The joint is water tight!
