Ok, so I pulled the wheel, and there is a cover that needs to come off. But there is that lock ring on there that has to come off.
How do you get that little lock ring off without the "tool".

I think you have to get a specific tool for that. Kragen or Autozone has it and may have one you can rent.

I just went through that headache a few days ago. I was able to muscle the ring off by pushing on it and removing the ring with some snap ring pliers, but wound up hauling butt to the parts store before they closed, because there was NO WAY of putting the ring back in without the tool. I just rented one from autozone for 15 bucks and got my money back when I returned it. It made it sooooo much easier. I fought it for an hour without the tool.

Once I rented it, it took me a total of 30 seconds to put the ring back on.

its easy enough to make the tool too with apiece of flat stock steel a drillpress and couple of bolts

Bob - your thinking of a steering wheel puller. This lock ring is a little different. It's a plate. It gets pulled off by a tool that has two long forks and a center screw.

The plate being referred to is a anti theft device that locks the steering wheel when the key is off.

Some vehicle have a very strong spring under those that can cause injury.

Rent or borrow the right tool, you won't be sorry.....
