what's this?

When I removed my gauge panel, I found this black wire going nowhere. I am trying to figure out where it goes.

Do you have an amp gauge? Looks like the wire for power to the amp gauge from the terminal block on the right fender. Did you test light it for power? One wire on the back of the amp gauge should be solid black, and the other black with a white stripe. If it's coming out of the steering column, it's probably the horn power wire, that's solid black also and wouldn't be live, since it's disconnected..

It is not a wire, that is the fiber optic cable. You'll notice it goes up your column underneath in the metal cover, the other end is in the shift pointer.
The end you are looking at should plug into the inst light on the inner side of the speedo, there is a small metal retainer that is supposed to be on it, and the bulb retainer its self has a hole in it that it slides into.
You can glue it if the metal retainer is missing.

Good call longhornmail.... thought it was a funny looking wire...hard to tell what this stuff is by a picture sometimes!
