Faulty proportioning valve or master cylinder?

Today, I helped change out the break pads on my buddies 79 Bonanza. Before the swap, you couldnt even turn the rotor without the wheel on. So, we replaced both front brake lines, both calipers as well as the pads. We also bleed all four brakes. After all of this, the brakes still wont spin by hand and with the wheel on, it is very stiff (same as before). The only thing I can think it would be is the proportioning valve or the master cylinder. What do yall think?

Did the wheel spin free with the caliper off?

I'm in the process of doing my '86. Rotors were scored up, so got them turned. I only ask because mine wouldn't turn with the scored rotors. Caliper removed they turned fine, that eliminated a bearing issue.
