its on a 86 350 with quadrajet back left side of block

Canīt remember what it is called, but itīs part of the system that controls the EGR valve. So yes itīs smog.

Yes, it's a PWM (pulse-width-modulated) EGR solenoid. The 'puter pulses the solenoid x times per second. The larger the X, the more "open" the EGR valve is...
In other words, this allows the EGR to be partially open if required (instead of just completely open or completely closed). I wish I knew more about how the computer does it but I don't...

Scott26 thats the EGR vacuum control solenoid and yes thats part of the visual for smog test here in cali..
