What is wrong with this picture?

Was doing some more frame repairs on my 70K10. You know welding up holes, fixing wallowed out spring hanger bolt holes, notched out frame sections etc. etc.you get the picture... The PO did a couple creative mods to the frame and the engine crossmember, It looks to me like when he did an engine swap to the current Goodwrench motor he had a few problems getting everything to line up so instead of addressing those issues this is what he did, cut and then rewelded the crossmember then redrilled the mounting holes for the engine stands. I'll post a pic or two so you know what I mean,

So I after I weld up the spring hanger holes I decide to run a 1/2" dia. rod thru the bolt holes to see how the line up. rod wouldn't even gom thru without help, so it got me thinking, and I clamped these two square tubes to the frame and this is what I found.

Sorry about the pic order can't figure that part out...
anyway I measure 12" on either side of the frame rails and I am out almost 1 1/2"s difference so correct me if I'm wrong shouldn't the frame rails even at the front be Parallel?
I am on the hunt for a unmolested engine crossmember so that I can make the frame adjustments before I start reassembly. Anybody seen this before?
