If you look at my passenger wiper arm, it sits too low. Seems like I should be able to lift up the end and expose a bolt that I can loosen, move it in to place, and then tighten down, but I can't seem to lift up the end cover.

What am I doing wrong?

There is no bolt that holds it on. It is held onto a splined shaft by a clip underneath. Easiest way to remove it is to use a wiper arm removal tool. You have the right idea though-- pull it off, position it where you want it, then pop it back on.

There is no cover, its a tapered splined fit. They can be a pain to remove but Ive found that rocking them back and forth can usually get them off, dont forget to pull back on the little retaining clip on the bottom of the wiper arm body.

I'd say RTFM but I know you don't have one! :-)
So here you go straight from the service manual. Make sure it is a clocking problem and not floppy worn linkage.

Go buy one of these.

Then remove the wiper arm and remount it where you want it.

Thanks. I'm trying to figure out how that tool gets leverage though?

I highly recommend getting the removal tool, makes pulling them off very simple and less chance of damaging the cowl. Leverage is achieved by pulling the wiper arm against the tool itself, then you hold on to both the wiper arm and the tool and it pulls right off. I got one to re-seat my wipers, it's super simple with the removal tool, I couldn't imagine trying it without it. LMC has them, Snap-On makes one, I think Brother's carries one as well, and they aren't terribly expensive.

Per the measurements I gave them. Ride height of truck inside spring and inside diameter of springs.
