Reproduction Tach HEI Distributor

I have a Mallory Street Fire Hei, I bought a Repro of the original gauge cluster. I have an inline filter on the tach harness. It will not work. I have the harness and it looks like a piggy back hook up that I guess supplies power to it. I plugged a blue wire into it because the wiring diagram said the blue wire there was for the tach. It won't work however. I have the tach ground wire gator clipped to the ground on the battery to make sure it is grounded right.

Is that right????
