Can I apply Por15 without completing a full tear down (i.e. the front and rear ends, engine cross member, etc)? Or is this just foolish?

Sure, just clean per instructions and have at it. Do what ever you can reach now and then the other parts in the future do as the opportunity presents it's self.

how will you por that stuff? Por works on bare metal. can you grind all the paint off those things while still on the truck? It also has a degreasing process where you have to wash first then apply an etch then you por. seems like a nightmare with it all still on the truck. And if you dont do the por the correct way you might as well just use rattlecan imho. it costs to much and is to nasty to work with to not get the full rust proofing benefits and/or have it peel off later.

Used it both ways. Obviously easier to use if the parts are out but not impossible if you are willing to lay on the floor scrape, wire brush, degrease, etc.. then start the POR process. I will say if done right it looks good and lasts.

I can tell you from experience. POR does not stick well going over existing paint.
