dumb question..how do they know it makes 260hp when they dont know the manifolds and carb that would be used

If you add good intake/carb/headers etc you could up the HP. If you look at this same engine most places its listed as 195Hp. Jegs likes to make it look slightly better then it is. Saying that, its still a great deal for a stock crate engine.
