Install roll pan

So I just completed my build well there is more to do but its to the point where I can drive and work on now. Anyway I put the roll pan on had to remove the tail gate to do this when I went to put the tail gate back on I can not install the lower bolt. Any suggestions?

I know the pictures do not really pertain to the subject but this turned out better the I expected so had to show it off a little.
