Need help with pipe that starter wires run through

Where does it bolt up here is a pic of it

If I remember right, your upper transmission bell hosing bolt on the passenger side secures that tube.

I'm thinking it bolts to the back of the passenger side head. Your engine has been removed that's why it is just hanging there.

One end goes to the second bolt from the bottom on the trans and the other bolts to the starter solenoid mounting bolt
