Best way to clean bed sills and paint?

Hey y'all, the bed sills on my truck aren't terrible, and will be fine if cleaned up and painted. Question is, what's best way to clean them and paint them? Just wire wheel them down and paint em? No problem doing the work with the wire wheel, curious of what type of paint to use that'll hold good? I had Eastwood chassis black and stuff on way, should I just use that? Thanks in advance.

The best way is to have them sand blasted and coat them with a good epoxy primer and topcoat.

Agreed on the blasting. If that's not feasible, I'd acid etch them after the wire brush, rinse, dry, and prime with good primer.
